Bio
Francisco is partner and co-head of the Firm’s Energy and Infrastructure groups. He is based in our Mexico City office, and his practice focuses on energy matters, with particular emphasis on power (renewable and conventional) as well as natural gas activities.
Francisco advises clients in the development, construction, financing (through project finance, project bonds and other structures), operation and maintenance of small, medium and large-scale energy projects, sector M&A transactions and joint ventures, as well as energy regulation and litigation.
He is particularly known for his participation in sophisticated transactions and his experience in the negotiation of financing agreements and project contracts, including power purchase and hedge agreements, natural gas transportation agreements, engineering, procurement and construction contracts and operation and maintenance arrangements.
Francisco represents the full spectrum of industry participants, including sponsors, developers, project companies, lenders (commercial banks, public banks, multinational agencies, export credit agencies, private equity funds and other capital providers), insurers, contractors and other investors.
He obtained his law degree in 1994 from the Universidad Iberoamericana in Mexico City. He obtained a degree in corporate law from the Instituto Tecnológico Autónomo de México (ITAM). Before joining the Firm in 1999, Francisco worked as a foreign associate at the New York and Mexico City offices of Curtis, Mallet-Prevost, Colt & Mosle (1991-1994), and was a partner at his own firm (1994-1999).
He is consistently recognized by leading international publications. Chambers and Partners ranks him in Band 2 and in Band 3 in Energy and Natural Resources, and in Projects practices. Due to his deep knowledge of the sector, The Legal 500 named him “Leading Individual” in the Energy and Natural Resources practice. Finally, Who’s Who Legal ranked him “Thought Leader” praise his negotiation skills, technical expertise, and business approach.
