Carlos specializes in the areas of energy (power and oil & gas) and infrastructure projects, with an emphasis on project finance.
Clients benefit from his longstanding experience gained in complex operations, deep knowledge and specialist abilities, allowing him to offer unique advisory service and delivering thorough and efficient solutions to every project.
Carlos frequently advises and represents contractors, developers, credit institutions, multilateral agencies and, occasionally, has even provided advise to the state-owned companies, PEMEX and CFE. He frequently works with our Environmental, M&A, Antitrust, International Trade, Arbitration, Commercial and Administrative Litigation teams in matters related to the development and financing of energy and infrastructure projects, and the defense of their interests. Carlos differentiates his practice by offering clients an integrated approach that allows them to tap the Firm’s transactional strengths, regulatory offerings and strategic litigation capabilities, with a sharp focus and unmatched record of accomplishment in the industry.
Carlos teaches energy law and project finance at several leading Mexican universities. He is also a passionate soccer player and actively participates in international tournaments.
Carlos was a visiting professor of Energy Law at the University of Cambridge in the United Kingdom. He currently serves as vice-president of the Academia Mexicana de Derecho Energético (AMDE) and was the first Mexican board member in the Association of International Petroleum Negotiators (AIPN). Carlos is Vice-Chairman of the Energy Committee and member of the Energy Task Force of the Canadian Chamber of Commerce. He worked as foreign associate at the Washington, D.C. office of Cleary, Gottlieb, Steen & Hamilton.
Chambers and Partners ranks him in Band 1 in Energy & Natural Resources, and in Projects, due to his deep knowledge of the sectors and their industries. In addition, The Legal 500 has listed him as “Leading Individual” in the same practices. The French publication, Leaders League, has also recognized his expertise in advising clients in highly regulated industries, such as electricity and hydrocarbons, and has named him “Leading” in the Projects and Infrastructure practice. Finally, Who’s Who Legal ranked him as “Thought Leader”.
