Bio

Alejandro co-heads Galicia’s infrastructure practice. He focuses on infrastructure and project finance transactions, where his expertise extends to virtually all areas of infrastructure development, including roads, bridges and tunnels, public transport systems, airports, ports, water treatment plants, water supply systems, prisons, hospitals, and other essential facilities for the development of economic activity.

Clients value Alejandro’s ability to take the lead and proactively identify the most relevant aspects of a project. He is known for working hand in hand with his clients with a sharp, business-oriented mindset.

Alejandro has advised the entire spectrum of market participants, from federal and state government entities (including the agencies that promote these projects), to developers, construction companies, investors, as well as financial institutions. His practice covers the development and financing of long-term infrastructure projects under different legal schemes, including concessions, public works, public-private partnerships, and other legal and contractual arrangements commonly used for these purposes.

Alejandro has been involved in several of Mexico’s most relevant social infrastructure projects, such as Terminal 2 of the Airport of Mexico City, the 250 km LPG pipeline that runs from Tuxpan to Atotonilco, the Monterrey-Saltillo Highway, the Perote-Xalapa Highway, the Libramiento de Irapuato Highway, the Río de los Remedios-Venta de Carpio (Gran Canal) highway concession and the services agreement of the toll road Tapachula-Ciudad Guzmán in Chiapas, and the financing for the maintenance and rehabilitation of the Guadalajara-Colima toll road.

Convinced that the legal sector needs more women in senior positions, Alejandro has been an active member of Abogadas MX and has participated as mentor in their mentorship program.

Alejandro is member of the Galicia’s Executive and Compensation Committees.

He holds a Law Degree from Universidad Latinoamericana. Before joining Galicia Abogados in 1995, he worked at Santamarina y Steta. In 1997 and 1998, he worked as foreign associate in the New York office of Morgan Lewis & Bockius.

Alejandro plays a key role in Galicia’s Project Finance and Infrastructure practice groups. His experience has been recognized by different international publications such as Chambers and Partners, highlighting his deep knowledge of the sector and the recognition of his clients and peers. Likewise, The legal 500 highlights his extensive experience and has named him as “Leading Individual” in Projects and Infrastructure practice; and the French publication Leaders League recognizes him as a leader in the same practice.
